For the ethnic minority families who populate these remote highlands, eliminating school fees is merely a baseline gesture. The real structural barriers to keeping a child in school are economic, linguistic, and geographical forces that tuition waivers alone cannot mitigate.

Under national mandates, public school tuition in Vietnam is entirely exempt. Yet, schools must levy institutional fees to survive, billing annually for mandatory health insurance and localized infrastructure. Cumulatively, these out-of-pocket expenses reach $50 to $100 USD per child each year. For a subsistence-farming household earning less than $2 a day, this expense presents an immediate barrier to enrollment.

While primary education (Grades 1–5) sees a stable 96.3% attendance rate due to local village classrooms, upper secondary attendance (Grades 10–12) crashes to just 51.1%. Consider Mai, a 14-year-old Ta Oi girl in A Lưới: when food insecurity hits, her family faces an agonizing choice between sending her on a 15-kilometer mountain trek to school or having her clear timber to help feed the household.

• The Linguistic Deficit: For indigenous students speaking Ta Oi or Pa Co at home, decoding advanced chemistry or algebra in standard Vietnamese, effectively their second language, causes severe cognitive lag that accelerates early dropouts.
• Distance & Food Security: Centralized secondary schools can be as far as a 30 km away. Inflation continuously erodes boarding house food allowances, forcing day-school students to learn on empty stomachs.
